VoIP and Voice on LTE (VoLTE, 4G voice calls) is notoriously variable in quality and features.
I chose my fibre supplier based on fact they implemented their own Switch in approximately 2005 for a Microwave service with VoIP which allowed porting existing land-line number and had a good enough codec for Fax and other analogue modem applications. So I'm still using my pre-2005 analogue number on fibre. Everything works.
If something (to do with phone calls) doesn't work on Fibre, Cable TV or LTE/4G, the ISP will not fix it. Likely they can't. You'd need a different ISP with better VoIP support.
Is 101 purely "mainland" Great Britain, or include islands, but not NI? I'd never heard of it. We just ring the nearest city Garda on their regular number if it's not life-threatening Emergency. Presumably the 101 is simply mapping to a local GB police station? We have all the local "important" numbers (Electricity, water, gas, Garda, Council etc) on our fridge and mobiles.
