Gary is spot on with the method for removing dead chips from PCBs. If you try to desolder all those pads together, or solder-suck all those pins hoping to get them all clear, pad or track damage is a high likelihood. And yes, I speak from experience.
It really is far easier to clip the leads and then deal with them one by one and solder-suck the holes once the pins have been removed.

By the way, is the zener, ZD1 really the live side of the rectifier diode, not just across the smoothing cap? I would have thought the live side would rather stress the diode.
