Difficult question to answer. The issue is where do you draw the line!
Some later colour TVs had a chassis at half mains potential. Now too long ago to be able to give you a definitive answer.
Flat screen sets are class 2 so the chassis is isolated from the mains, they can "float" but any difference between chassis and earth is in the order of microamps.
