The max voltage stated above is assuming a linear 7805 regulator and as Jeffrey has explained is to limit the internal temperature rise of the Hedghog.
If using a switching regulator the maximum input voltage can be increased with little temperature increase. But bear in mind that it is recommended that the capacitors the supply side of the switching regulator should be rated at twice the max supply voltage.
