They certainly mention old TV standards (we'll forgive them saying 425 - it's a long way from their main expertise) but it's a question of how they implement them. As Frank has found with his flexible converter, it's no problem making the H and V counter chains fully programmable. Doing the vertical syncs flexibly to meet all standards is more complex. Doing flexible colour coding is pretty easy, except for SECAM which is utterly different.
PS: @OldTVEnthusaist do you have one of those HMV 902 sets as shown in your avatar? Even by pre-war TV standards they are very rare.
