The Pi 4b can certainly do NTSC or PAL colour on the composite port. But the kernel mod that adds 405 and other modes seem to do them in mono.
Whoever did the Kernel mod will know if it's possible.
There seems to be issues with DVB-T USB sticks on the Pi.
There is a dedicated TV Pi Hat for GPIO.

You can do composite 625 -> [HDMI converter] ->Upscaled HD HDMI -> [Technomate HDMI DVB-T HD V4 modulator] ->TV signal -> TV Hat on Pi :D
Of course one of the cheap composite to USB video capture devices might be supported, but most of those seem to be VGA resolution even if claimed to be Pal input.
I used to use my Digital 8 camera in Firewire capture mode for PAL composite to disc file though VLC on Linux PC can display live Firewire input. I doubt there is any firewire of Pi. Though I did get a cheap PCIe Firewire card.
