Likely the Pi could do simple mono video of any standard using a resistor DAC on the GPIO pins, as people have done video captions etc on a PIC at about 1/1000th of CPU power.

The Pi4B has a camera connector, but for a digital sensor. No idea if any of the USB video capture gadgets work.
