Crtl Alt F1 is a terminal. You can delete a users GUI settings from there or even (re)install a desktop.
Also an external screen is unaffected by brightness setting.
A re-install might not change it! See can you see BIOS at boot!*
On a Dell here Fn F12 increases brightness, on a Lenovo E460 Fn F6 increases it and on my newest Lenovo the brightness keys do nothing, so I added a utility in the task tray.
Or if Fn key mode is reversed then F1 to F12 may or may not be special laptop functions.
This is a maker's thing and can't be configured in Linux or Windows. Special functions are preassigned and either work or don't. I set the Laptop bios so by default the Function keys give F1 to F12 without holding Fn key.
You never need to re-install linux unless you deleted part of it.
Always create more than one user, so you can fix stuff using the other one.
Install at least Mate and Cinnamon Desktops. You can pick at log on time.
Some Macs running Mac OS let you set brightness to zero and it stays that way forever (even if battery flat) till you do the key press to increase brightness. This is a laptop issue, not really a Linux issue.
