There was a journalist that made up a load of myths. Eventually sacked by The Times for lying about something else! He was later quite famous.
Some newspapers promulgate myths deliberately.
Schools, workplaces and shops make up rules to suit themselves that might really be nothing to do with H&S, but about: discipline, control, corporate image, greed or stupidity.
