I suppose it would be if it worked properly, but it doesn't!      250 million pounds was an awful lot to spend when it is not fully operational.   Here is the first landing:    https://youtu.be/MQiQtdq1C3g
It doesn't look all that bad to me.    Some say the first two attempts were aborted, but as the wheels were not down on the first pass, I feel it was just a trial run, the second one was aborted because the wheels were down.      Can't imagine they forgot to put them down the first time!
