Odd device. Any ideas?

I found this device in a box of odds and ends. A PP3 battery fits the snaps. The hole is too small for a 3.5mm jack but looks too big for a 2.5mm jack. There's a CE mark on the other side plus this legend: NOK33/32/8210/8890

I have absolutely no idea what it's for. Googling the legend has drawn a blank. Any ideas?

You had might as well cut the key chain clip off and keep it as a spare if you are chucking it out.
