Electrical leak in Dualit 6-slice toaster-How to cure this?

Are theses the type of enclosed element (as used in electric ovens) as opposed to bare coils of resistance wire? if its the latter you could try the old trick of connecting them across a 12 volt supply to cook off the moisture .

These are flat metal framed element (not sure what the insulating material is) on which the elements are wound.
If the cafe proprietor, who has had the toaster back, with the plug removed, and with a note advising that it would fail a PAT test, decides to have it investigated further, I may try the possible remedies suggested.

Usually Mica I think.
