The fuse in a 13A plug is to protect the cable - not the device!
If the device needs protection*, it is up to the manufacturer to provide it in the device itself.
As a plug-in charger doesn't have a cable to protect, it is the only time when a 13A plug can be made without a fuse.
Bearing in mind Jeffrey's caveat about falsified approval marks, if the device includes a mains transformer, the protection often takes the form of a thermal cut-out within the transformer winding itself.
* You wouldn't fit an internal fuse to a 3kW radiant heater, for example, whereas a fan heater should have a thermal cut out in case the fan stops.
