Underground Video

Hello all, it's years since I had anything to do with video cameras etc, in a nutshell got someone who wants to video a mine shaft remotely ie: just lower a camera down and have a composite feed back up some coax to a monitor or recorder on surface, anyone know the low down on small video transmitters legality/range etc.
Talking about possibbly several hundred feet here.
