A fully working Hameg will be ok, the one in the last link has not been proved to be fully working, I'm pro 'scope but do you need one yet? If you fully understand how a radio works etc then maybe yes, but if you don't then learn the radio workings stuff first and think about a 'scope later, If you don't grasp the basic theory then you will never properly grasp radio/electronics troubleshooting.
