That's a very long winded way of working out the current in the other winding. It's simply the turns ratio multiplied by the current in the first winding.
Iprimary = (2800/400) * Isecondary
Hence 0.2 * 2800/400 = 0.2*7 = 1.4
Similarly for voltage except the winding with more turns will have the higher voltage.
All this assumes a perfect transformer with no leakage inductance or resistive losses.
