It looks like that "tuner" is for long wires, i.e. at least 20m long. It needs a local earth connection.
A short wire or whip "tuner" is usually a large variable inductance.
They are really aerial matching boxes, though people call it "tuning", only loops are tuned, other kinds of aerials are "matched".
Adjust for maximum background noise.
