Looks nice and simple. Well-built, I'd say. Can't say I've ever had cause to use a 4018 over the years. The ubiquitous 4017 is a favourite though...
That cap looks like a Philips type - if so, then yes, I'd expect that to be 100% reliable.
The resistors might be carbon film rather than metal film, but again, I'd expect them to also be reliable.
As an aside, if it's an old LED, it might be worth replacing it with a new type. Some of those old ones needed the best part of 20mA to come to life, whereas a modern type would probably produce the same light output with only 1 or 2mA - less if you used a blue or white or green InGaN type. With a chance in series resistor, this simple mod might give a worthwhile increase in battery life, perhaps...
