As far as I can see the only way to get a really accurate measurement of the power meters input impedance is by using the bridge method ie: R (at balance) = R in.
For using the other method I would use a suitably callibrated scope to measure the peak volts in and work out the RMS from that and use that as the basis for any calculation.
