I have a whole bunch of these (displays are my main interest - just love 'em), They are referred to as "edge lit" and were made by a bunch of different manufacturers - the smallest I have is about 10mm tall per digit.
The bulbs were small incandescents and are prone to failure - not surprising after all this time - typically they are replaced with white (or other colour) LEDs.
Some folk have made their own ("Klingon characters" etc.) using 1mm polycarbonate (Lucite) or acrylic and 0.5mm drills or laser cutters - these are either stand-alone new units or the newly cut sheets are used to replace existing ones in a traditional unit.

I have a plan to make some new ones using SMD LEDs as I have access to a 60W laser cutter that will cut these in minutes. Mind you, this is a project that I've had for the last 18 months or so !
