Hi Al...Mmm ten out of ten for your post effort, must have taken a while, I'm no expert on the black art of descrete ss design especially pnp & npn in the same circuit, one minute the right way up next the other way down.
From what I am reading the master osc is fine but the o/p from the first divider isn't, sounds like chicken and egg, I am guessing that the divide by tens use some form of C/R integration at some stage. I would say that correct limiting to it's input would be a prequisite but you say the limiter is working as it should, not sure what to suggest at this point, but sometimes talking about it gets the brain going in the right direction, it seems to have certain similarities to the descrete synth. system in the early HRO 500 which also had descrete pulse counting/divider etc. The manual is in BAMA I seem to remember, it might give you a few ideas or provoke the brain.
