Definitely worth a polite note to seller, explaining the situation and pointing him to this thread. He might offer a partial refund out of good will - especially if you haven't left him feedback yet. Don't worry about your wife, as sellers can only leave positive feedback these days.
To be fair to the seller, he might not have realised it wasn't fully working. How technical is he - does he regularly sell this sort of thing? If it was listed as fully working, then he probably made a genuine mistake - he should perhaps have listed it with a disclaimer: "signs of life, but unable to fully verify all functions" or the like.
Either way, you really should send him a polite note because it will help him to improve his service for future customers - I'm a big believer in constructive feedback, and most (not all!) sellers are grateful for the opportunity to make amends if the buyer isn't 100% delighted.
