Yt another pice of test gear to add to your handsome collection Kevin!!
It's clearly had a hard life, and looks as though it's been in daily use. The most obvious person to perhaps provide some helpful info would be someone who has used such an instrument in the course of their career. I think there was a time, before privatisation, when local electricity boards used to test and certify new installations, and I guess it was in that context that it was used. After privatisation, Gas, Electricity and Water Boards ceased to exist, so it can be dated prior to that.
One place that where you might find someone who is familiar with the instrument would be the electricians' forum:

Presumably the Megger has a model number on it?
