The 15 m. and 10 m. Amateur Radio bands are putting in some remarkably strong signals here, today, April 2 @ 15:20 Hrs.
10 m. seemed remarkably quiet at a first scan - until a really loud signal came crashing through the speaker on my Yaesu SR-150 RX. So loud in fact, I thought he was at the bottom of my garden! (Might be due to Sp. E: this is about right time of year & time of day). But no: a station in Moscow, making 'rubber-stamp' QSOs with Stateside. And that explains why he has a distinct American accent. Can't remember his call right now, but he is on 28,140 kHz / SSB. And his name is George.

There was an M6 Class solar flare around 1400 UT today.

Judging from comments on Stateside forums 10 m has been active of late.

I did hear one strong signal on 15m.: Italian, I believe. But his audio was almost unreadable: not dissimilar to the distortion that used to arise on 144 MHz A.M. (those were the days) when the Aurora was active. The distortion was so bad - yet he was making plenty of contacts without difficulty - that I can't believe that it was his TX that was maladjusted: no, not to that extent. Undecided Must have been due to severe propagation disturbance . . . which marries in with your report.
