Well to have the battery easily replaceable would mean a complete redesign of virtually every vehicle. They are mounted low down, often under seats or in the boot well. This is for many reasons one being weight, if fitted higher up vehicle stability could be compromised, they need cooling and forced air is used and harvested for interior heating, there are many other reasons though. It would be expensive and impractical with today's battery tech to make them a simple swap.
Air con uses far less power than people think, the wasted heat from batteries and motors plus frictional losses are hundreds of times greater than Air Con.
